Eagle one A-z Wheel Cleaner is all you should need. Make sure your wheels are cool to touch when you clean them.....;)

I wouldn't use any wheel cleaners, most have acid in them that will ruin your wheels, if they are brake dust stained most likely no cleaner will take the stains off. I would just have them repainted. A course use your own judgement but I had seen bad things happen to wheels with wheel cleaner.

If they're stained like you say, I'd try some Mother's wheel polish.
Steps:
1) Clean with car soap or degreaser
2) Use wheel polish 1-3 times
3) Follow up with 2-3 coats of wax
And BAM.......they should be looking great.
